A snake whip is a single tail with no stiff handle inside. That lets it wind up into a flat coil that looks like a coiled snake, and that is where the name comes from. It is the only whip in this family named after how it lies when stored and not after what it does.

On a bullwhip there is a stiff core in your hand. Take that away and more changes than the ease of storing it.
The encyclopedic description of whips is precise about it. The name comes from that missing handle, which lets the whip roll up into a small ring that looks like a snake. Cowboys in the old West carried it in the saddlebag for that reason, and a pocket model fit in a roomy coat pocket, for odd jobs like loading cattle. The weight sits in a leather bag of lead shot that runs through the thong over about three-quarters of the length.
That last part is the core of the difference. The mass a bullwhip puts in your hand sits here in the whip itself. Where you steer from is therefore not a fixed point but your own wrist, and where the tip lands depends entirely on the arm. That is my own conclusion from the build and is not in that source; what there is to say about accuracy and practice space is on bullwhip and single tail.
The heaviest version is called the blacksnake, traditionally from Montana and Wyoming: 1.8 to 3.6 meters, supple all the way into the grip, with the lead load starting right there. Some models set a lead or steel ball in it, so the thing can serve as an improvised cosh. The end you hold is therefore not the innocent part.
The newspaper archive of the Royal Library knows slangenzweep exactly three times, and only one of them is about this. In De West from Paramaribo of 29 May 1942 there is a cinema ad for the western Arizona, with the line: “De eerste settlers vochten met de slangenzweep en het doodelijk geweer, om lijfsbehoud.” The whip and the rifle in one breath, exactly the setting the encyclopedia places it in too.
The other two are about something else: in De tribune of 2 April 1937 a slangenzweep is “a light staff with a tuft of feathers on the end” to draw the animal’s attention away during a snake dance, and in a serial in De locomotief of 27 January 1902 one belongs to a costume-ball outfit. So the word is not established, and the scene therefore says snake whip.
